Following rare talks between North and South Korea, the North Tuesday agreed to send a high-level delegation that includes athletes to next month's Winter Olympics in Pyeongchang. The two sides have also agreed to hold military talks in an effort to defuse tensions on the Korean peninsula. VOA's Jeff Custer reports.
