Talks between South and North Korean officials will not deter Pyongyang from building its nuclear arsenal, says a Seoul-based political analyst. South Korea has proposed a meeting on January 9 between high-level officials of the two Koreas. The offer comes after North Korean leader Kim Jong Un said in his New Year's speech that his country is open to such talks. VOA's Zlatica Hoke has more.
