As winter sets in, the United Nations Refugee agency plans to distribute aid to more than 2,700 needy families and internally displaced people or I-D-P's in the western Afghan province of Herat. Many of the displaced come from nearby Afghan provinces, where ongoing fighting and insecurity have made it impossible to remain in their homes. Khalil Noorzaie reports on their plight from a camp in Herat city.
